Federal Home Loan Bank of Atlanta (FHLBank Atlanta) today announced that the Federal Housing Finance Board (Finance Board) has appointed three new members to FHLBank Atlanta’s board of directors. They are F. Gary Garczynski, William C. Handorf, and Robert L. Strickland Jr.
F. Gary Garczynski is chairman of the National Housing Endowment and president of National Capital Land and Development, Inc., a construction and real estate development company in Woodbridge, Va. He previously served as the 2002 Past President of the National Association of Home Builders (NAHB). A housing developer with more than 30 years’ experience, Garczynski serves as a Senior Life Director of NAHB, a Life Director of the Home Builder Association of Virginia, and a Senior Life Director of the Northern Virginia Building Industry Association. He also is a member of the Prince William County, Va., Affordable Housing Task Force and a three-term appointee to the Virginia Housing Commission.
William C. Handorf, Ph.D., is a professor of finance and real estate at George Washington University’s School of Business in Washington, D.C., with more than 30 years’ experience as a professor. In addition to writing more than 400 professional publications, Handorf has worked as a commercial bank lender, bank regulator, consultant, and U.S. Army officer. He recently completed two terms as a director of the Federal Reserve Bank of Richmond’s Baltimore Branch, including two years as chair. Handorf also served as a private citizen director of the Federal Home Loan Bank System’s Office of Finance.
Robert L. Strickland Jr. is the executive director of the Alabama Housing Finance Authority (AHFA), an independent, public corporation. In that role, Strickland oversees statewide affordable multifamily housing production efforts and administers single-family programs geared toward first-time and lower-income buyers. Strickland has served as president of the National Council of State Housing Agencies, coordinating and leveraging federal advocacy efforts for affordable housing. He served on FHLBank Atlanta’s board of directors from 2002 to 2004 and was previously a member of FHLBank Atlanta’s Affordable Housing Advisory Council and the National Association of Homebuilders’ Mortgage Roundtable.
The Finance Board has appointed Garczynski to serve the remainder of a three-year term that began on Jan. 1, 2006. Handorf and Strickland each will serve the remainder of a three-year term that began on Jan. 1, 2007.
