The delegates on both sides of the aisle agree that the Governor’s proposed change to the Promise Scholarship Program will not get enough support to pass during this year’s regular legislative session. The session runs into March.

“This proposal is going nowhere,” says Jackson County Delegate Mitch Carmichael who says, however, he does think it’s a good idea. “I think the long term benefits of education far outweigh the minor repayment of a student loan.”

Governor Joe Manchin is floating a proposal that would make the Promise a loan for graduates of West Virginia colleges and universities who leave the Mountain State after graduation.

Marion County Delegate Mike Caputo, the Majority Whip in the House of Delegates, says the rules cannot be changed in mid stream.

Newport News, Suffolk land grants for technology schools

Two new career, technology and engineering schools for high school and college students will make their homes in Newport News and Suffolk.

Governor Timothy M. Kaine today announced grants to establish the first Governor’s Career and Technical Academies, which include the two programs.

Like the other four academies, the Newport News and Suffolk programs will be built on existing science, technology, engineering and math programs in high schools and colleges, but will expand such instruction through partnerships with colleges, businesses, regional workforce and technical organizations and government agencies. Science, technology, engineering and math education, called STEM, has been a focus of the nation’s governors and several education and technology focused foundations and agencies. » Read more after the jump →

WOLCOTT - An embattled corporation preemptively faced the financial music Monday night, discussing the bleak outlook on the horizon for small schools across the state.
During their regular meeting in Wolcott Monday evening, the Tri-County School Board heard a cautionary message from Superintendent Dr. Gib Crimmins regarding the school’s budgetary situation for next year - a sentiment already conveyed to the school’s faculty and staff.
“Everyone will have to be ready to hear the occasional ‘no,’ and know that it is nothing personal,” said Crimmins, reading from a memo sent out to Tri-County teachers and staff - a letter that was “not meant to send shock waves.”

Rattling off a list of depleted funds - a byproduct of the financial chaos created by the state’s property tax problems - Crimmins also noted that the corporation will be receiving $130,000 less for its general fund for the next school year because of a small decrease in enrollment. » Read more after the jump →

The UCLA School of Dentistry was hit by separate scandals Tuesday involving allegations of favoritism toward relatives of deep-pocket donors and student cheating on licensing examinations, university authorities acknowledged.

The American Dental Assn. is investigating allegations of cheating by at least a dozen UCLA students as well as students from USC, Loma Linda University and New York University, UCLA officials said. The students were alleged to have improperly obtained questions to a test that is a step toward fulfilling qualifications for a license to practice dentistry.

“The ADA is looking into alleged improprieties by UCLA students associated with testing,” said Lawrence Lokman, UCLA’s assistant vice chancellor of communications. “We would certainly hope any ADA investigation provides adequate due process to the students, and whatever matter they are looking at would be resolved quickly and fairly.”

Albany - Better financial controls and oversight by the Hauppauge Union Free School District could have reduced tax increases for the 2005-06 school year, according to an audit State Comptroller Thomas DiNapoli released Tuesday. If school officials had accurately estimated and recorded encumbrances, they could have reduced the tax levy by about $1 million in one of the 2002, 2003 or 2004 school years, he said.

“School districts have to make sure education resources are used as effectively and efficiently as possible. School officials have to watch every dollar and provide proper oversight of district finances,” DiNapoli said.

The audit found the district used inaccurate financial condition information and its unreserved fund balance exceeded the statutory limit of two percent, both of which contributed to higher than necessary tax levies in recent years.
